I <br /> CONDITIONS FOR WAIVER - 2 - <br /> C. Bulk Warehousing and Storage of Fertilizer Materials <br /> 1 . Good housekeeping practices shall be implemented which will prevent <br /> contamination of groundwater, surface water, and rain runoff. <br /> 2. If a fertilizer material is susceptible to wind suspension, it should <br /> be placed away from the open areas of the warehouse in order to prevent <br /> airborne contamination of soil , surface water, groundwater, or rain runoff. <br /> 3. Provided good housekeeping practices are sufficient, collection of <br /> surface runoff will not be necessary. If conditions are such that good <br /> housekeeping practices are not sufficient, surface runoff shall be <br /> collected from all contaminated areas associated with the warehouse and <br /> overhead bins, and transferred to an approved storage facility for dilute <br /> fertilizer solutions. <br /> 4. Berms, sloping rain gutters, and/or other water control devices shall <br /> be used where necessary. <br /> 5. All spilled dry material shall be collected immediately and handled in <br /> an appropriate manner. <br /> D. Material Transfer Points <br /> 1 . Good housekeeping practices shall be implemented which will prevent <br /> contamination of groundwater, surface water, and rain runoff. <br /> 2. Transfer systems shall be installed which eliminate unnecessary <br /> spillage. Hoses should not be drained in these areas unless facilities <br /> have been designated for this practice. <br /> 3. Provided good housekeeping practices are sufficient, collection of <br /> surface runoff will not be necessary. If conditions are such that good <br /> housekeeping practices are not sufficient, surface runoff shall be <br /> collected from this area, and transferred to an approved storage facility <br /> for dilute fertilizer solutions. <br /> 4. Berms, sloping rain gutters, and/or other water control devices shall <br /> be used where necessary. <br /> E. Blending and Mixing Areas <br /> 1 . Good housekeeping practices shall be implemented which will prevent <br /> contamination of groundwater, surface water, and rain runoff. <br /> 2. Dust and splash control devices shall be used where necessary. <br />
