Box 1197 <br /> French Camp, CA 95231 <br /> SUMMARY OF MEETING <br /> Thank you for meeting with me yesterday to discuss the issues surrounding the <br /> stormwater pond. As I stated, the Board does not believe that the stormwater <br /> is currently causing a threat to area drinking water because surrounding <br /> drinking water wells, which were tested last spring, showed low nitrate <br /> levels. However, staff feels that the total nitrogen content of the <br /> stormwater in the pond is too high to ignore, and a series of steps must be <br /> carried out to determine if there is any potential future threat to <br /> groundwater. <br /> As you recall , we mutually agreed on a course of action. First, Pacifex will <br /> pump the stormwater out of the pond within the next two weeks. The stormwater <br /> will be placed onto nearby agricultural land, at an agronomic rate for the <br /> existing crop. Tailwater containing the stormwater must not leave the <br /> cropland. This step will remove the high nitrogen stormwater from the pond. <br /> Next, Pacifex will notify me after the next storm which causes the pond to <br /> contain stormwater. I will resample the pond, allowing us to determine <br /> nitrogen values for the "first flush" stormwater, and for stormwater generated <br /> by subsequent storm events. if this second set of stormwater also contains <br /> high nitrogen values (above 100 mg/l total nitrogen) , then Pacifex will again <br /> pump it onto agricultural land. <br /> After the pond dries out in the spring or early summer, Pacifex will be <br /> required to collected soil samples from a minimum of two locations beneath the <br /> pond. Samples should be collected with an auger, and be taken from 0-6", 24- <br /> 30", and 54-60" beneath the pond lining. The soils samples must analyzed for <br /> NO3 + NO2 and total Kjeldahl nitrogen (TKN) . EPA standard procedures must be <br /> followed during sampling and analysis. <br /> After the analytical results have been received, staff will meet again with <br /> Pacifex to discuss two items: whether the soil samples indicate a potential <br /> threat to water quality, and approaches to minimize any future threat to water <br /> quality from the stormwater pond. Future approaches may include some or all <br /> of the following: better housekeeping, periodic sampling of the stormwater, <br />
