San .Joaquin valley <br /> Air Pollution Control District <br /> RPL, �U <br /> April 6, 1999 4P <br /> Kai Luoma COm1n41oy Pop <br /> 1g99 <br /> San Joaquin County ey�yU�r�y�' <br /> Community Development Department ��"c F,f <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SITE APPROVAL FOR A SCHOOL OF UP TO 400 STUDENTS- <br /> (SA-99-26) <br /> Dear Mr. Luoma: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, the construction phase of this <br /> project can generate emissions from the movement of soil, use of heavy equipment, <br /> bulk materials handling, asphalt paving and other related activities. As a result, this <br /> project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of <br /> Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. The attached Synopsis highlights many of the <br /> requirements contained within Regulation VIII. The Synopsis is not meant to be all- <br /> inclusive, but it can be a useful compliance aid in the field and office alike. <br /> One of the issues that will arise in conjunction with the proposed renovation of the <br /> existing building is compliance with the National Emission Standards for Hazardous Air <br /> Pollutants (NESHAPS). Specifically, the primary air pollutant of concern is asbestos. <br /> Enclosed for review and use is the District's Asbestos - Compliance Assistance Bulletin, <br /> dated December 1994.
