San Joaquin Valley
Unified Air Pollution Control District
December 29, 1998 RECEIVEtD
Kai Luoma DEC 31 1998
San Joaquin County Communi
Community Development Department
tYDevelopmefituept;
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: SITE APPROVAL FOR A PERSONAL MINI-STORAGE (SA-98-74)
Dear Mr. Luoma:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the
proposed project and offers the following comments:
The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by
the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate matter, dust).
The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are
designated nonattainment to reduce emissions until standards are met.
Based on the information provided, it appears that this project will have a less-than-
significant impact on the ambient air quality. Therefore, a negative declaration is
appropriate from an air quality perspective. However, the construction phase of this project
can generate emission from the movement of soil, use of heavy equipment, bulk materials
handling, asphalt paving and other related activities. As a result, this project is subject to
District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to
reduce the amount of fine particulate matter (PM-10) entrained into the ambient air from
man-made sources. The attached Synopsis highlights many of the requirements contained
within Regulation VIII. The Synopsis is not meant to be all- inclusive, but it can be a useful
compliance aid in the field and office alike.
Thank you for the opportunity to comment. If you have any questions, please feel free to
contact me at (209) 545-7000.
Sincerely,
Tracy.Roemer Bettencourt
Environmental Planner APcotttFx=aoaee
Northern Region
David L.
