Analysis <br /> Noise Study <br /> Development Title Section 9-1025.9 lists the residential use type as a noise sensitive land use. A Noise <br /> Impact Study was conducted by The Acoustics & Vibration Group. As a result, exterior sound attenuation <br /> is required for this project to meet backyard sound level requirements of 65 dB for the homes on all lots. <br /> The noise study concluded that the following mitigation measures would be necessary in order to mitigate <br /> noise related impacts to less than significant levels. <br /> • A fourteen (14) foot sound wall is required along the western property line of Lot 7. <br /> • A sound wall with a minimum height of 13 feet, 4 inches, for the south 200 feet of the sound wall, <br /> tapering down to a minimum height of 11 feet, 4 inches, at the north end, is required along the <br /> western property line of Lot 1. <br /> • An 11-foot, 4-inch, sound wall is required along the southern and eastern property line of Lot B <br /> The Conditions of Approval include the sound wall requirements for this project. <br /> Interior sound levels will exceed 65 dB for Lots 1, 2, 7, and 8 for the upper story of multi-story homes. As <br /> a Condition of Approval, at time of development, if multi-story houses are proposed, the applicant shall <br /> provide proof that the second-story will meet the interior sound level requirement of 45 dB <br /> Demolition of Existing Structures <br /> There is an existing house, garage and shed on APN: 086-070-06. These structures cross over the <br /> proposed new lot lines. The structures will be demolished prior to the recordation of the Final Map. The <br /> demolition of the structures is included in the Conditions of Approval for this project. <br /> Morada Municipal Advisory Council Concerns <br /> The Community Development Department received a letter from the Morada Municipal Advisory Council <br /> on July 20, 2005 with the following comments: <br /> • "Community well should not be an afterthought': The project will be served by a public water system <br /> conforming to the requirements of the Environmental Health Department and the Department of <br /> Public Works (CSA 46 Morada). The system shall provide adequate domestic and fire water supply in <br /> conformance with the County Fire Warden and the local Fire District. A test well showing that the <br /> production well will meet all applicable standards is required prior to the approval of the improvement <br /> plan of any work within the site. <br /> • "Lot sizes are not large enough to properly sustain septic system": Pursuant to Development Title <br /> Section 9-1105.2[d][6], areas zoned Rural Residential with parcels one (1) acre or more in size will be <br /> considered suitable for septic tank usage if served by public water and storm drainage. The <br /> proposed subdivision will have public drainage, water, and on-site septic tanks. To ensure that San <br /> Joaquin County standards are met for the on-site septic systems, a Surface and Subsurface <br /> Contamination Report, Soil Suitability/Nitrate Loading Study, and percolation tests shall be submitted <br /> and approved. <br /> San Joaquin County PA-0500401\Ghana <br /> Community Development Page 3 <br />
