4. The site is physically suitable for the proposed density of development.
• This finding can be made because the Tentative Map is consistent with the General
Plan density requirements of 1-5 dwelling units per 5 gross acres (1-5/5ga) in the R/R
General Plan designation. The one (1) acre parcels are physically suitable for the
proposed density, and each parcel will be serviced by a septic tank system, public
water services and public retention pond dedicated to County Service Area 46 Morada.
5. Neither the design of the subdivision nor any proposed improvements are likely to cause substantial
environmental damage or substantially and avoidably injure fish or wildlife or their habitat.
• This finding can be made because the design of the subdivision or the proposed
improvements are not likely to cause substantial environmental damage or
substantially and avoidably injure fish or wildlife or their habitat because the Initial
Study prepared for this project did not identify any known rare or endangered species
or habitats or other substantial environmental adverse effects. However, the Council of
Governments has indicated the project is subject to the San Joaquin County Multi-
Species Habitat Conservation and Open Space Plan (SJMSCP). The applicant has
agreed to participate in the SJMSCP.
6. The design of the subdivision or type of improvements is not likely to cause significant public health
problems.
• This finding can be made because any studies required by the Environmental Health
Department will address any issues with regard to public health. To ensure that San
Joaquin County standards are met for the on-site septic systems, a Surface and
Subsurface Contamination Report, Soil Suitability/Nitrate Loading Study, and
percolation tests shall be submitted and approved. For water standards, the water well
must meet the Department of Public Works and Environmental Health Department
requirements for water quality.
7 The design of the improvements will not conflict with the easements acquired by the public at large for
access through or use of the property within the subdivision.
• This finding can be made because the design of the subdivision and the type of
improvements will not conflict with easements acquired by the public at large for
access through the property. In addition, the Fire Marshal and Public Works' conditions
regarding the roads have been included in the Conditions of Approval for this project.
Access to the stormwater retention pond is from Ghana Road.
8. Any land or improvements to be dedicated to the County or other public agency is consistent with the
General Plan, any applicable Specific and Special Purpose Plan, and any other applicable plan for
the County.
• This finding can be made because the lands to be improved and dedicated to County
Service Area 46 Morada for public water service and public storm water drainage are
consistent with the General Plan. Public Works has stated the project is consistent
with the Master Plan for CSA 46 Morada. There are no specific Plans, Special Purpose
Plans, or other applicable plans in the project vicinity.
San Joaquin County PA-0500401\Ghana
Community Development Page 6
