PA-0700359 AND ZONE <br /> RECLASSIFICATION APPLICATION NO. PA-0700571 OF VINCENT P. LODUCA <br /> SR. & BETTY LODUCA TR. /ETAL (C/O OF HOWARD L. SELIGMAN) <br /> (APN/ADRESSS: 059-140-37; 10967 N. STATE ROUTE 99 W. FRONTAGE ROAD, <br /> LODI) <br /> The applicant has submitted the above referenced General Plan Map Amendment application and <br /> Zone Reclassification application to amend the General Plan designation of one parcel consisting of <br /> 16.26 acres from I/T (Truck Terminal) to C/FS (Commercial Freeway Service) and to reclassify the <br /> same 16.26 acre parcel from I-T (Truck Terminal) to C-FS (Commercial Freeway Service). An <br /> underlying project has not been submitted at this time. <br /> The project site is located on the northwest corner of Eight Mile Road and State Route 99 West <br /> Frontage Road, north of Stockton. <br /> The parcels to the north, west and east of the proposed project site have a General Plan designation <br /> of A/L (Limited Agriculture). To the south of the project site is Eight Mile Road and the City of Stockton <br /> boundary and Sphere of Influence (SOI). <br /> The project site is located outside of the incorporated urban community of Stockton and the General <br /> Plan amendment is not considered an expansion of the urban community of Stockton. <br /> The Community Development Department has reviewed the above-referenced applications and has <br /> the following comments: <br /> Findina for General Plan Amendment <br /> Development Title Section 9-803.4 states that prior to approving a General Plan Amendment <br /> application, the Planning Commission and the Board of Supervisors shall determine that the internal <br /> consistency of the General Plan is maintained in the adoption of the Amendment. The proposed <br /> amendment must be consistent with various General Plan goals, policies, objectives and <br /> implementation measures as discussed below. <br /> Function <br /> The function of the Commercial Freeway Service is to provide for commercial uses oriented almost <br /> exclusively to serving the needs of the freeway or state highway traveler. <br /> I <br />
