• A wastewater disptfsal system serving only one existing pawl maybe privately owned <br /> and operated until additional parcels are served; then it shall become a public <br /> wastewater disposal system (Development Title Section 9-1105.7) <br /> General Plan Volume 1 Water Supply Policy 2 (Pg IV-105) <br /> New development in Freeway Service areas outside of communities shall have public water systems <br /> serving at least each side of the freeway. In Freeway Service areas outside of communities, individual <br /> wells may be permitted if only one parcel is involved. <br /> • A water system serving only one existing parcel maybe privately owned and operated <br /> until additional parcels are served; then It shall become a public water system <br /> (Development Title Section 9-1105.7) <br /> General Plan Volume 1 Stormwater Drainage, Policy 1. (Pg. IV-109) <br /> New development in Freeway Service Areas outside of communities, a public drainage system shall <br /> serve at least each side of the freeway. In Freeway Service areas outside of urban communities, <br /> development projects served by a public drainage system planned for an entire freeway service area <br /> or one side of the freeway which discharges into a terminal drain is required except as follows: <br /> (a) Agency Retention Basins: The public drainage system may discharge into a retention basin where <br /> all of the following exist: <br /> (1) There are no terminal drainage facilities within 1,000 feet and; <br /> (2) The site conditions of soil permeability and groundwater level allow a retention basin <br /> design to meet San Joaquin County Improvement Standards.(Development Title Section <br /> 9-1135.7) <br /> (b) Private Ownership: A drainage system serving only one existing parcel may be privately owned <br /> until additional parcels are served, then it shall become a public drainage system (Development <br /> Title Section 9-1135.7) <br /> Zone Reclassification <br /> In order to approve a Zone Reclassification, the Board of Supervisors shall determine that the proposed <br /> zone is consistent with the General Plan, any applicable Master Plan, and any applicable Specific Plan, <br /> and that the zone is reasonable and beneficial at the time. If the Board of Supervisors approves the <br /> General Plan Amendment to C-FS, then the proposed Zone Reclassification would be consistent with the <br /> General Plan. There are no applicable Master Plans or Specific Plans. <br /> This project is tentatively scheduled for a Planning Commission hearing on February 7, 2008.The <br /> Community Development Department has reviewed General Plan Map Amendment application <br /> No.PA-0700359 and Zone Reclassification application No.PA-0700571 and, pending any outstanding <br /> issues, will be recommending that the Planning Commission recommend approval to the Board of <br /> Supervisors. <br /> KS:vb <br /> PA-0700359(GP)&PA-0700571(ZR)KSDC01162008 <br /> Attachments <br /> C: Vincent P.
