City Community Development Department Response to San Joaquin County <br /> Referral — PA-0700359 (GP) and PA-0700571 (ZR) <br /> Project Description: An application for a General Plan Map Amendment to amend a 16.26-acre <br /> parcel from I/T (Truck Terminal) to'C/FS (Commercial Freeway Service) and an <br /> application for a Zone Reclassification to reclassify a 16.26-acre parcel that is zoned <br /> I/T to C/FS. <br /> Stockton General Plan Designation: <br /> Recommendation: Denial, The Planning Division has reviewed the referral for San Joaquin County <br /> General Plan Amendment to amend a 16.26-acre parcel from I/T (Truck Terminal) to C/FS <br /> (Commercial Freeway Service) and a Zone Reclassification to reclassify a 16.26-acre parcel from <br /> I/T (Truck Terminal) to C/FS (Commercial Freeway Sennce), for property located at the northwest <br /> corner of Eight Mile Road and State Route 99 West Frontage Road (APN 059-140-37; 10967 North <br /> State Route 99 West Frontage Road), and.recommends that it be denied. The project is <br /> inconsistent with applicable goals 'a"d policies of the recently-adopted 2035 General Plan <br /> designating the property for developrii4nt Within'6 planned village. The proposal to develop an <br /> independent, freeway-oriented commercial use should be abandoned in favor of a comprehensive <br /> residential project with integrated commercial.uses as described forthe area designated Village"G". <br /> Given that the project site is adjacent tq.the incorporated boundaries of the City, the applicants <br /> should submit applications to the City for annexation and development. The applications should <br /> include a Master Plan and be accompanied by all the necessary environmental analysis to support <br /> the development of the site with full public services. Finally, the Negative Declaration for the project <br /> as proposed appears to be inappropp"Ame due. to potentially sighificant traffi6ciFculation and <br /> service/utility impacts.
