Analysis <br /> Background <br /> The proposed project is currently under enforcement by the Community Development Department <br /> Enforcement Division (EN-0900439) for operating a truck company (VPL Trucking) without the benefit <br /> of the proper permits on APN: 059-14465. The applicant applied for a Development Title Text <br /> Amendment to permit truck parking for the hauling of agricultural products in the AL zones (Limited <br /> Agriculture). A Development Tile Text Amendment was approved by the Board of Supervisors on <br /> December 14, 2010 to permit truck parking, subject to an approved Use Permit, for the hauling of <br /> agricultural products in the AL zones with a minimum of 5 acres and limiting it to those parcels zoned <br /> AL parcels that are within one-half mile of an existing frontage road and within one mile of a State <br /> Route Highway 99 interchange. <br /> Access <br /> The site plan indicates access through a parcel to the east (APN: 059-140-17) and the parcel on <br /> the southern boundary of the project site (APN: 059-14420). Access through the southern <br /> property is granted through a lease with the property owner. The owner, Nicolaos Aftias, has <br /> indicated that he will not renew the lease.
