San Joaquin County February 8, 2001
SA-01-04 Page 2
♦ If transit service is available to the project site, improvements should be made to
encourage students to use it. If transit service is not currently available, but is
planned for the future, appropriate easements should be reserved to provide for
future improvements such as bus turnouts, loading areas, and shelters.
♦ Energy efficient design including automated control system for heating/air
conditioning and energy efficiency beyond Title 24 requirements, lighting controls
and energy-efficient lighting in buildings, increased insulation beyond Title 24
requirements, and light colored roof materials to reflect heat.
♦ Provide low nitrogen oxide (NOx) emitting and/or high efficiency water heaters.
♦ Sidewalks, bikepaths, and secure bicycle parking should be installed throughout as
much of the project as possible.
Additionally, if the project site contains any buildings needing demolition or renovation
the applicant will need to be in compliance with the National Emission Standards for
Hazardous Air pollutants (NESHAPS). Specifically, the primary air pollutant of concern
is asbestos. To ascertain whether this project is subject to NESHAPS, the project
applicant is advised to review the enclosed Asbestos — Compliance Assistance Bulletin,
dated December 1994. Ron Giannone is the Northern Region's District contact for the
program and is available should you need further assistance.
Finally, section 21151 .8 of the California Health and Safety Codes requires the
governing board of a school district to make certain written findings defined in section
21151.8(x)(3) concerning potential sites with hazardous substances within a '/4 mile
radius
Thank you for the opportunity to comment. If you have any questions, please feel free
to contact me at (209) 557-6400.
incerely,
J hn Cadrett
Air Quality Planner
Northern Region APCD REF#20010012
