Hazelton Ave. Redwood City, CA 94065 <br /> Stockton, CA 95205 <br /> SA-01-90,APPLICATION REFERRAL FOR CHARTER SCHOOL FACILITY, LODI, SAN <br /> JOA QUIN COUNTY <br /> I have reviewed the Application Referral No. SA-01-90 distributed by the San Joaquin County <br /> Community Development Department, for construction of a charter school at the intersection of State <br /> Route 99 frontage road and Cora Post Road, San Joaquin County. Disposal of domestic wastewater is <br /> not described in the Application Referral. A 16,000 square foot leachfield and a reserve leachfield are <br /> presented on the Application Referral's Site Plan. Presumably, on-site wastewater disposal is planned. <br /> If wastewater is generated and treated, stored, or disposed on site, other than in septic systems for which <br /> the Board has delegated oversight to the County, then WDRs will be required. If WDRs are required, <br /> the property owner shall submit a Report of Waste Discharge (RWD) at least 120 days prior to <br /> discharging wastewater at the site. California Water Code Section 13260 requires submittal of the <br /> RWD. Discharge of wastewater to the municipally owned sewage treatment system does not require site <br /> specific Waste Discharge Requirements (WDRs). <br /> If groundwater dewatering is required, the owner/operator shall submit a RWD to apply for a National <br /> Pollutant Discharge Elimination System (NPDES)permit at least 120 days prior to initiating dewatering <br /> activities. Depending on the Standard Industrial Classification (SIC) code of the final project, <br /> compliance with the National Pollutant Discharge Elimination System (NPDES) General Permit No. <br /> CAS000001 for Discharges of Storm Water Associated With Industrial Activities may be required. The <br /> SIC codes of activities requiring coverage are listed in the General Permit. In order to obtain coverage <br /> by the General Permit, the proponent must submit a Notice of Intent to comply with the permit (NOI) to <br /> the State Water Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP) must <br /> be prepared. <br /> If the construction associated with the project will disturb more than five acres or is part of a larger <br /> common plan of development that encompasses five or more acres, the property owner needs to obtain <br /> permit coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit <br /> No. CAS000002 for Discharges of Storm Water Associated With Construction Activity.
