Mr. Borges reviewed Environmental Health Division requirements. <br /> Mr. Karam asked if the applicants had any questions. The applicants indicated that they <br /> would have questions after the Traffic Study is completed. Mr. Karam asked the <br /> applicants to contact Mr. Neely or himself for any questions requiring the Public Works <br /> Department. <br /> 1:30 p. in. 6. SITE APPROVAL APPLICATION NO. SA-01-95 OF <br /> JJ ROBERT & LINDA HARTZELL (C/O MIKE SMITH <br /> ENGINEERING). A Site Approval application to establish a <br /> winery. This will include the construction of a 2,400 square foot <br /> building for winemaking conversion of an existing barn into a wine <br /> tasting room, and addition of an office. The winery will produce a <br /> maximum of.3,500 gallons of wine annually and will host <br /> marketing events. Located on the north side of Harney Lane, <br /> 1350' west of Locust Tree Road, east of Lodi (A-PN: 063-150-28; <br /> Address: 9291 East Harney Lane, Lodi). <br /> Jennifer Jolley, Associate Planner; Mike Smith, Engineer; Robert & Linda Hartzell, <br /> owner, and Rod Attebery, attorney, were present for this item. <br /> Ms. Jolley introduced the project. <br /> Mr. Hartzell indicated that there would not be food served, but there would be cheese and <br /> crackers for the tasting room. <br /> Ms. Jolley informed the applicants that if they would like a special event they would need <br /> to apply for an Improvement Plan. <br /> Ms. Jolley reviewed the Development Committee memo. <br /> Mr. Borges reviewed Environmental Health Division requirements. Mr. Borges <br /> suggested that the Hartzells contact Mr. Frank Beler of the City of Lodi to see if they <br /> could accept a waste discharge permit from the new winery under their existing <br /> California Regional Quality Control Board permit. <br /> Mr. Karam reviewed the Department of Public Works requirements. <br /> Ms. Jolley informed the applicants that she left a message with Debbie Pilas-Treadway of <br /> the Native American Heritage Commission and is waiting for her call. <br /> Mr. Attebery informed the Development Committee that he spoke with Ms. Pilas- <br /> Treadway and that she thought this was a new vineyard and a new winery. Mr. Attebery <br /> also stated that Ms. Pilas-Treadway was concerned, not about the artifacts that would be <br /> found in the digging of a vineyard, but about human remains.
