The parking requirement is divided according to the percentage of each use to the total. <br /> All of the shop building and two-thirds of the truck term inal/construction services office is <br /> assigned to the truck terminal use type and one-third of the office is assigned to the <br /> construction services use type. Therefore, the required number of parking spaces for the <br /> I project is severity-five. There are 9.9 acres of the subject parcel and the parcel to the <br /> south that is also owned by the applicant that is zoned I-T. The project size at the <br /> completion of Phase 2 is six acres. There is ample room for the additional sixteen <br /> spaces not shown on the site plan. <br /> Masonry Wall <br /> There is one residence adjacent to the project area on the north side of the project. <br /> Development Title Section 9-1022.4(e)(1) states that if an industrial project abuts a <br /> residential zone, an area shown on the General Plan for residential use, or an existing <br /> residential use, a solid masonry wall between six (6) feet minimum and eight (8) feet <br /> maximum in height must be erected along'the abutting property line. However, <br /> Development Title Section 9-1022.6 states that the requirement may be modified by the <br /> Director in cases where it is demonstrated that an alternative to the requirements would <br /> meet the intent of this Chapter and result in an equal amount of screening. <br /> Since both parcels are owned by the applicant, the construction of the wall may be <br /> deferred until the time of sale of either parcel. A Notice of Permit Restriction must be <br /> recorded that states that if either parcel is sold separately from the other, a masonry wall <br /> will be constructed between the two parcels. <br /> Council of Governments <br /> San Joaquin County is a signatory to the San Joaquin County Multi-Species Habitat <br /> Conservation and Open Space Plan (SJMSCP). Participation in the plan satisfies <br /> requirements of both the state and federal endangered species acts, and ensures that <br /> the impacts are mitigated below a level of significance in compliance with the California <br /> Environmental Quality Act. Although participation in the SJMSCP is voluntary, if the <br /> applicant chooses not to participate, the applicant will be required to provide alternative <br /> mitigation in an:amount and kind equal to that provided in the SJMSCP. <br /> The Council of Governments has determined that this project is subject to the SJMSCP. <br /> Please contact the Council of Governments staff regarding the scheduling of a SJMSCP <br /> biologist to perform a pre-construction survey and any other mitigation measures. The <br /> pre-construction survey must be completed prior to any ground disturbance. <br /> i <br /> The Community Development Department has reviewed the project and responses from <br /> other agencies and, providing any outstanding issues have been resolved, will be <br /> recommending that the Planning Commission approve the Use Permit application <br /> subject to the following conditions of approval: <br /> Use Permit Application No. PA-0600465 was approved by the Planning Commission <br /> on . The effective date of approval is .
