..r I.-OW CONDITIONS OF APPROVAL SA-95-1 Maraspini On April 6, 1995, the San Joaquin County Planning Commission approved SA-95-1 subject to the Conditions of Approval listed below. This approval will expire within 18 months of the date of approval unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits have been secured and remain in force, and (3) all necessary permits from other agencies have been secured and remain in force. Unless otherwise specified, all Conditions of Approval must be fulfilled prior to the establishment of the use and the issuance of any building permits. Those Conditions followed by a Section Number or other Statutory Requirement are based on Ordinance requirements. Ordinance requirements cannot be modified, and other Ordinance requirements may apply. 1. COMMUNITY DEVELOPMENT DEPARTMENT: (Staff Contact: Chandler Martin, 468-3190) a. This approval is for a consumer recycling facility as shown on the site plan submitted January 11, 1995, and as discussed in the expanded project description dated January 29, 1995. b. The applicant shall secure an approved Business License prior to the initiation of the use. (Section 7-1000 of the County Ordinance Code) C. A minimum of six parking spaces shall be provided, including one space for the physically handicapped (4 spaces are required for every 1,000 feet of building area; .67 spaces are required for every employee). The size and location of the parking spaces shall be consistent with the requirements of Chapter 9-1015 of the Development Title. d. All parking spaces, driveways, and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth and asphalt concrete or Portland cement concrete to provide a durable, dust free surface. Bumper guards shall be provided when necessary to protect adjacent structures or properties. (Development Title Section 9-1015.5) e. The site plan shall include circulation plans for automobiles dropping off materials and for trucks picking up materials. f. The recycling center shall be closed on Sunday. The facility shall be closed to customers from 5:00 p.m. to 8:00 a.m. every night. No business activities shall occur from 7:00 p.m. to 7:00 a.m. every night. g. A minimum 10-foot-wide landscaped strip, respecting the ultimate right-of-way width of State Route 99, Lathrop Road, and State Route 99 East Frontage Road, shall be installed across the frontage of the project site prior to issuance of the Certificate of Occupancy. The strips shall be continuous except where crossed by driveways and walkways. All areas not used for buildings, parking, driveways, walkways, or other permanent facilities shall be landscaped. Landscaping shall be water efficient and shall comply with the requirements of Sections 9-1020.8 and 9-1020.6 of the Development Title. Areas which Conditions of Approval - 1 - SA-95-1
