.s" .W,
Analysis
Appeal Statement
The appellant expresses concerns regarding appearance, litter, noise, and traffic.
Response to Appeal Statement
Appearance
All outdoor storage and related activities will be screened from view, and a 10-foot-wide landscape strip
is required along the roadways. Areas that are not built upon will be paved or landscaped. However, the
site will remain visible from the Lathrop Road overcrossing. To ensure that the site does not become
visually offensive, it is recommended that the following condition be added to the project approval:
1.1. All materials shall be stored in bins. The premises shall be maintained in a neat and sanitary
manner.
Litter
Typically, consumer recycling materials such as bottles and cans will be sorted by the consumer and then
brought to the recycling facility in large bags or other containers. Although the site will be surrounded
by a wall or other screening material, some litter is likely to escape the site or escape from the customers'
vehicles before they enter the site. For these reasons, it is recommended that the following condition be
added to the project approval:
1.m. Litter control crews shall police State Route 99 East Frontage Road in front of the site daily.
Noise
Noise receptors include three residences located to the south, southeast, and east of this site. The
properties directly to the east and south are zoned C-G. The property to the southeast, across the
frontage road, is zoned AU-20 and is designated R/L on the General Plan. Noise will be generated by
automobile and truck traffic, the dumping of bottles and cans into small containers, and the dumping of
those containers into larger containers. Materials are processed off the site. The 65dB CNEL noise
contour generated by traffic on State Route 99, projected for 2005, extends approximately 600 feet from
the freeway. The noise generated by this project is not expected to be significantly greater than the
background freeway noise. To reduce noise at night, no work activities are permitted after 7:00 p.m. or
before 7:00 a.m.
Traffic
The application states that the project will have two employees, 30 to 40 customers per shift, and 25 to
30 trips per shift. According to the applicant, trucks picking up materials will generate less than one trip
per day. According to the Public Works Department, State Route 99 East Frontage Road operates at
Level of Service A or B. The Department of Public Works does not expect this project to have a significant
San Joaquin County SA-95-1/Maraspini
Community Cevelopment Page 5
