San Joaquin County June 10, 1997 <br /> UP-97-03 Page 2 <br /> Additionally, one of the issues that will arise in conjunction with the proposed demolition <br /> of the existing buildings in the project area is compliance with the National Emission <br /> Standards for Hazardous Air Pollutants (NESHAPS). Specifically, the primary air <br /> pollutant of concern is asbestos. Enclosed for review and use is the District's Asbestos <br /> - Compliance Assistance Bulletin, dated December 1994. The District contact in the <br /> Northern Region is Ron Giannone. Please feel free to contact the Modesto office <br /> should you need further assistance. <br /> As a result of the Valley's nonattainment status, the District strongly recommends that <br /> the project proponent implement all feasible mitigation measures to reduce the amount <br /> of ozone precursors that will result from the buildout of this project. Please note that <br /> some of these measures may already exist at county development standards. <br /> • Energy efficient design including automated control system for heating/air <br /> conditioning and energy efficiency beyond Title 24 requirements, lighting controls <br /> and energy-efficient lighting in buildings, increased insulation beyond Title 24 <br /> requirements, and light colored roof materials to reflect heat. <br /> • Planting of deciduous trees on the south and westerly facing sides of buildings. <br /> • Provide low nitrogen oxide (NOx) emitting and/or high efficiency water heaters. <br /> • If transit service is available to the project site, improvements should be made to <br /> encourage the public to use it. If transit service is not currently available, but is <br /> planned for the future, appropriate easements should be reserved to provide for <br /> future improvements such as bus turnouts, loading areas, and shelters. <br /> • Sidewalks and bikepaths should be installed throughout as much of the project as <br /> possible and should be connected to any nearby residential areas, parks, schools, <br /> or commercial zones as applicable. <br /> Thank you for the opportunity to comment.
