SAN JOAQUIN COUNTY
Z< COMMUNITY DEVELOPMENT DEPARTMENT
• 1810 E.HAZELTON AVE..STOCKTON,CA 952056232
IFOR PHONE:2091466-3121 Fax:2091468-3163
June 20, 1997
M_E_M_O_R_A_N_D_U_M
TO: Development Committee
FROM: Kerry Sullivan °7
Senior Planner
SUBJECT: DEVELOPMENT COMMITTEE MEETING FOR PROPOSED
USE PERMIT APPLICATION NO. UP-97-3 OF
ROBERT BLAIR MASON (C/O CALVARY BIBLE CHURCH)
-----------------------------------------------------------------
The applicant has submitted the above referenced Use Permit for a
990 seat church to be constructed in three phases on a 32 . 6 acre
parcel located adjacent to the north bank of the Mokelumne River.
The first phase of the project is composed of the construction of
a 25, 000-square-foot worship education building seating 600,
along with site development including 233 parking spaces. The
second phase of the project is composed of the construction of a
12 , 000-square-foot building for offices and classrooms, expansion
of the church to include a total of 990 seats, and expansion of
the parking area to include a total of 442 parking spaces. The
third phase of the project is composed of the construction of a
12 , 000-square-foot multi-purpose/recreation building. A
footbridge is also proposed within the riparian woodland area.
The proposed project is nearly identical to the proposed church
that was denied without prejudice by the San Joaquin County Board
of Supervisors earlier in the year at this same location. The
earlier proposal was denied based on traffic impacts. This
application includes a revised right-angle driveway approach with
two outbound lanes and two inbound lanes and widening of the
frontage road in front of the project to provide a through travel
lane in each direction and a two-way left-turn lane. The traffic
study prepared for the proposed project concludes that with these
facilities, peak arrival ad departure flows within the peak hour
will be adequately accommodated, and traffic flow on the Frontage
Road will not be adversely impacted.
This Use Permit will be heard by the Planning Commission on
July 17, 1997 . The Community Development Department has reviewed
the proposed Use Permit, and will be recommending that it be
approved by the Planning Commission subject to the following
Conditions of Approval:
