UP-97-3 OF <br /> ROBERT BLAIR MASON (C/O CALVARY BIBLE CHURCH) <br /> ----------------------------------------------------------------- <br /> The applicant has submitted the above referenced Use Permit for a <br /> 990 seat church to be constructed in three phases on a 32 . 6 acre <br /> parcel located adjacent to the north bank of the Mokelumne River. <br /> The first phase of the project is composed of the construction of <br /> a 25, 000-square-foot worship education building seating 600, <br /> along with site development including 233 parking spaces. The <br /> second phase of the project is composed of the construction of a <br /> 12 , 000-square-foot building for offices and classrooms, expansion <br /> of the church to include a total of 990 seats, and expansion of <br /> the parking area to include a total of 442 parking spaces. The <br /> third phase of the project is composed of the construction of a <br /> 12 , 000-square-foot multi-purpose/recreation building. A <br /> footbridge is also proposed within the riparian woodland area. <br /> The proposed project is nearly identical to the proposed church <br /> that was denied without prejudice by the San Joaquin County Board <br /> of Supervisors earlier in the year at this same location. The <br /> earlier proposal was denied based on traffic impacts. This <br /> application includes a revised right-angle driveway approach with <br /> two outbound lanes and two inbound lanes and widening of the <br /> frontage road in front of the project to provide a through travel <br /> lane in each direction and a two-way left-turn lane. The traffic <br /> study prepared for the proposed project concludes that with these <br /> facilities, peak arrival ad departure flows within the peak hour <br /> will be adequately accommodated, and traffic flow on the Frontage <br /> Road will not be adversely impacted. <br /> This Use Permit will be heard by the Planning Commission on <br /> July 17, 1997 . The Community Development Department has reviewed <br /> the proposed Use Permit, and will be recommending that it be <br /> approved by the Planning Commission subject to the following <br /> Conditions of Approval: <br />
