San Joaquin Valley <br /> Unified Air Pollution Control District <br /> April 13, 1998 <br /> Tom Gau <br /> 3 <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: PREAPPLICATION FOR A SITE APPROVAL APPLICATION FOR A GAS <br /> STATION AND MINI MART (SA-98-13) <br /> Dear Mr. Gau: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that approval of this project would have a <br /> less-than-significant impact on the ambient air quality. However, the construction <br /> phase of this project can generate emission from the movement of soil, use of heavy <br /> equipment, bulk materials handling, asphalt paving and other related activities. As a <br /> result, this project is subject to District Regulation Vill (Fugitive Dust <br /> Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine <br /> particulate matter (PM-10) entrained into the ambient air from man-made sources. The <br /> attached Synopsis highlights many of the requirements contained within Regulation <br /> VIII. The Synopsis is not meant to be all inclusive, but it can be a useful compliance aid <br /> in the field and office alike. <br /> This project will be subject to the permitting requirements of the District. Any <br /> equipment subject to the District's Permit to Operate requirements must obtain an <br /> Authority to Construct (ATC) from the District. Construction of equipment which <br /> requires an ATC, and also any intimately related appurtenances such as foundations <br /> David L.
