The project site is located on the south side of Woodbridge Road, 600 feet east of
State route 99 (SR-99), north of Lodi (APN 017-090-02 & 35).
System Planning;
State Route 99 (SR-99) Concept Facility is for a 8-lane Freeway consistent with District 3 at the
San Joaquin/Sacramento County line: Level of Service(LOS) C.
The Ultimate Transportation Corridor(UTL) is an 8-lane Freeway:
Right of way sufficient to accommodate the full build out of the UTL and supporting interchange
and ramps and arty modifications to the frontage road, should be reserved from the property
being rezoned and held at its existing zoning. Irrevocable offers of dedication should be made to
offset impacts of this rezone with its higher land use entitlements. Any possible hazardous waste
and underground tanks should be cleared prior to dedication.
Goods Movement:
This interchange in its current configuration is inappropriate for this type of a zone change.
Although this project may seem relatively small in its impacts to the existing facility in and of
itself, the County will need to be cautious as different new projects with potential of goods
movement related transportation facilities ranging from truck stops to distribution centers could
then be developed, but in a situation where they cannot be appropriately handled. In order to
accommodate the future new developments with this new zoning, preservation of right of way to
develop an appropriate interchange design/configuration to accommodate this zone change
"Caltrans Improves moblliry across Cal fornia"
