PA-02-442 OF LES CALKINS (C/O JOSE ALVA) <br /> (FOURTH SUPERVISORIAL DISTRICT) <br /> IT IS RECOMMENDED <br /> That the Board of Supervisors: <br /> 1. Approve the Negative Declaration; <br /> 2. Approve Zone Reclassification Application No. PA-02-442 based on the ability to <br /> make the"Bases for Zone Reclassification" (Attachment"A°) <br /> BACKGROUND <br /> On July 27, 1993, the Board of Supervisors directed the Community Development Department to <br /> process a General Plan Amendment to change the designation of five (5) parcels totaling twenty <br /> (20) acres from AIG (General Agriculture)to I/L(Limited Industrial)to recognize existing industrial <br /> uses. A Zone Reclassification application was processed concurrently with the General Plan <br /> Amendment so that the zoning would be consistent with the General Plan. <br /> On December 14, 1993, the Board of Supervisors approved General Plan Amendment No. GP- <br /> 93-7 and conditionally approved Zone Reclassification No. ZR-93-6. The Zone Reclassification <br /> application changed the zoning of the five parcels from AG-40 (General Agriculture-40 acre <br /> minimum) to I-L (Limited Industrial). Condition 1. of the conditional zoning (I-L/S-10) states that <br /> any new development project on the parcels shall be served by public water, wastewater treatment, <br /> and drainage systems. Condition 2. states that any new or expanded industrial use shall require <br /> documentation of no increased demand upon the water supply available as of April 2, 1991, in <br /> accordance with the intent of County Water Policy R-91-973. The Environmental Health Department <br /> was concerned that any new development projects operating without the benefit of public services <br /> would result in future public health problems. As a result, Condition 1 was attached to the Zone <br /> Reclassification. <br /> C%. <br />
