$ R A F T M I N U T E S <br /> 3. ZONE RECLASSIFICATION NO PA-02-442 OF LES CALKINS (CIO JOSE ALVA) to remove <br /> Condition 1. from one of five parcels zoned I-L/S.10 that were originally included in Zone <br /> Reclassification No. ZR-93-6. Only one 7.55-acre parcel will be affected. Condition 1. requires that any <br /> new development project on the parcels shall be served by public water, wastewater treatment, and <br /> drainage systems. The project site is located on the northwest corner of Woodbridge Road and State <br /> Route 99 West Frontage Road, north of Lodi (Supervisorial District 4). <br /> Chandler Martin, Senior Planner, introduced the staff report into the record. <br /> Commissioner Eley asked what is the relationship between the flooding issue and the removal of the <br /> condition. <br /> Ray Borges, Environmental Health, said the sewage treatment plant and the mobile home park in the area <br /> are frequently flooded during periods of heavy rain. Drainage is another problem. The soil is very heavily <br /> compacted in this area. <br /> PUBLIC HEARING OPENED: <br /> PROPONENTS: <br /> Jose Alva, representing the applicant, said that when this area was zoned back to industrial, the applicant <br /> was not aware of the conditions that were attached to it. All of the parcels out there are already developed <br /> with septic systems. The mobile home park has a package treatment plant and has problems with flooding. <br /> The applicant had a nitrate loading study done for this site which shows that a septic system will work. This <br /> soil can be decompacted with a soil ripper. The person who wants to purchase this property cannot afford <br /> to put in a package treatment plant. It is not economically feasible. Any future development will require <br /> overview by the Environmental Health Department. He passed out a handout containing findings to support <br /> his position. The applicant wants to put in a small shipping company with more office space and another <br /> building to house his equipment. The number of trucks on this site will be much less than what used to be <br /> there. <br /> Andy Stevens said he is the potential purchaser of the site. He employs 25 people, with another four in the <br /> office. <br /> OPPONENTS: <br /> None were present. <br /> PUBLIC HEARING CLOSED: <br /> Commissioner Stockar said this is a well developed area. The local flooding seems to be located in the <br /> mobile home park area. This project site is on the west side and does not seem to have many flooding <br /> problems. However, this project could create the potential for increased activity on this site. <br /> Commissioner Carter said she does not see this as being a more intensive use than what was there before. <br /> Commissioner Solari said he is concerned about the letter from Environmental Health and the issues they <br /> raised. <br /> Ray Borges, Environmental Health, said they only chance they get to look at a septic system is during the <br /> installation of the system. They are not monitored after that, but Cherokee Park has had a lot of problems, <br /> and this present site might have to be monitored more often. Monitoring wells are usually done for a waste <br /> water treatment plant. If the applicant agreed to it then they might be able to monitor that system, but they <br /> could be challenged on that requirement. <br /> PC MINUTES —4— PC: 11-21-02 <br />
