2.0 Applicability: All operational lana_ sites, landfill closure activities, and activities-conducted at closed landfill sites which <br /> disturb surface soils covering an area of more than one acre. <br /> 4.0 Exemptions: Landfills where active disposal and excavation areas disturb less than one acre of soil. <br /> 5.1 Construction of a landfill site. Requirements of District Rule 3020 and the California Code of <br /> Regulations (CCR) Sections 1 7659 and 17706 apply. <br /> 5.2 Adjacent public paved roads, shoulders & accesses. Rule 3020, 5.4 applies. <br /> 5.2.1 Interior roads of the landfill site. Landfill roads connected to off-site adjacent paved public roads must <br /> be paved for a sufficient distance to allow mud and dirt accumulation <br /> to drop off. Sufficient cleaning of interior roads to limit carry out <br /> onto the off-site public roads. The use of blower devices for removal <br /> i of accumulations is prohibited.
