2.0 Applicability: All operational lana_ sites, landfill closure activities, and activities-conducted at closed landfill sites which disturb surface soils covering an area of more than one acre. 4.0 Exemptions: Landfills where active disposal and excavation areas disturb less than one acre of soil. 5.1 Construction of a landfill site.
