CONDITIONS OF APPROVAL <br /> SA-98-16 <br /> Randolph <br /> Site Approval Application No. SA-98-16 was approved by the San Joaquin County Community <br /> Development Department on April 17, 1998. The effective date of approval is April 27, 1998. This <br /> approval will expire on October 27, 1999, which is 18 months from the effective date of approval, <br /> unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits <br /> have been secured and remain in force, and (3) all necessary permits from other agencies have <br /> been secured and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be <br /> fulfilled prior to the establishment of the use and the issuance of any building permits. Those <br /> Conditions followed by a Section Number have been identified as Ordinance requirements <br /> pertinent to this application. Ordinance requirements cannot be modified, and other Ordinance <br /> requirements may apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT: (Staff Contact: Kerry Sullivan, 468-3140) <br /> a. BUILDING PERMIT: Submit a "Commercial Building Permit" application. The Site Plan <br /> required as part of the building permit must be prepared by a registered civil engineer or <br /> licensed architect. This Plan must show drainage, driveway access details (including gates), <br /> on-site parking, landscaping, signs, existing and proposed utility services, and grading (refer <br /> to the "Site Plan Check List' for details). A fee is required for the Site Plan review. <br /> (Development Title Section 9-884) <br /> b. APPROVED USE: This approval is to convert an existing house into a farm market (for wine <br /> tasting), as shown on the Plan submitted March 12, 1998. <br /> C. BUSINESS LICENSE: The applicant shall secure an approved Business License prior to the <br /> initiation of the use. The Business License may be applied for concurrently with the building <br /> permit application. (County Ordinance Code Section 7-1000) <br /> d. PARKING: Off-street parking shall be provided and comply with the following: <br /> (1) All parking spaces, driveways, and maneuvering areas shall be surfaced and <br /> permanently maintained with base material of appropriate depth and asphalt <br /> concrete or Portland cement concrete to provide a durable, dust-free surface. <br /> Bumper guards shall be provided where necessary to protect adjacent structures or <br /> properties (Development Title Section 9-1015.5). <br /> (2) A minimum of three parking spaces shall be provided, including one accessible <br /> space (3.3 spaces are required for every 1,000 feet of building area). (Development <br /> Title Section 9-1015.3) <br /> e. The proposed use will change the occupancy from an R-3 occupancy to an M occupancy <br /> (UBC Section 3405). The structure must be brought into compliance with all current code <br /> provisions, including structural, plumbing, mechanical, electrical, energy, and disabled access <br /> requirements. <br /> f. Provide restrooms conforming with all disabled access requirements (CCR, Title 24). <br /> 2. DEPARTMENT OF PUBLIC WORKS: (See the attached memo from Public Works dated April 9, <br /> 1998.) <br /> 3.
