Analysis <br /> Background <br /> On November 16, 1964, Use Permit No. 3113 was approved by the Planning Director to establish a service <br /> station. <br /> On January 17, 1968, Use Permit No. 4231 was approved by the Zoning Administrator for a service station <br /> and drive-in. <br /> On October 18, 1992, Site Approval application No. SA-92-0043 was approved for the addition of two diesel <br /> fuel pumps with canopies and a mini-mart to an existing service station. <br /> On March 23, 1999, General Plan Amendment No. GP-98-0004 and Zone Reclassification No. ZR-98-0010 <br /> were approved by the Board of Supervisors to amend the General Plan designation from C/RS (Rural <br /> Service Commercial) to C/FS (Freeway Service) and reclassify the zone from C-RS (Rural Service <br /> Commercial)to C-FS (Freeway Service Commercial). <br /> On September 16, 1999, Use Permit application No. UP-99-0011 was approved by the Planning <br /> Commission for the parking of 25 trucks for overnight truck parking. <br /> Expansion of an Existing Use <br /> Pursuant to Development Title Section 9-405.3, the Director of Community Development may approve <br /> plans for the expansion of the existing use if no building expansion involves more than a twenty-five (25) <br /> percent increase in Floor area covered by existing structures associated with the use. However, because <br /> the proposed expansion involves more than a twenty-five (25)percent increase in the Floor area, a new <br /> Use Permit is required pursuant to Development Title Section 9-405.3. <br /> County Service Area 55 <br /> The Department of Public Works required the project be annexed into County Service Area (CSA) No. 55 (Zone <br /> C) to provide for the operation, maintenance, and improvements of storm drainage facilities.
