Analysis <br /> Background <br /> Although this project would ordinarily be processed at staff level, it is being referred to the Planning <br /> Commission at the request of the Board of Supervisors, pending completion of the County's wireless <br /> communications ordinance. One letter in opposition has also been received that raises the following <br /> issues: height of tower, conflict with operations from nearby airport (Lodi Airport) and general air travel, <br /> potential for tower to fall, and conflicts with existing residential and commercial uses. <br /> Zonina <br /> The proposed project is a 'Utility Services-Cellular Facilities' use type which may be conditionally <br /> permitted in the CRS zone with an approved Site Approval application. Wireless services are regulated <br /> by the Wireless Bureau of the Federal Communication Commission (FCC). <br /> Aesthetics <br /> Three methods are currently used to mitigate aesthetic impacts. The height of the tower may be reduced, <br /> the tower may be camouflaged, and the tower may provide for colocation. The applicant has indicated <br /> that the proposed height is required to provide colocation for other communication carriers. <br /> Airport <br /> The site is approximately 5,000 feet from the Lodi Airport runway. The horizontal surface elevation for the <br /> airport is 205 feet above the runway. No structures within 5,000 feet of the airport runway may exceed <br /> that height. Conical surface control begins at 5,000 feet from the runway. The conical surface elevation <br /> is 1/20 the distance from the runway. At 5,020 feet from the runway, the conical surface is 250 feet high. <br /> The proposed tower is below both surfaces. The applicant has obtained an approved'Notice of Proposed <br /> Construction or Alteration' from the Federal Aviation Administration. <br /> Safetv <br /> The tower and equipment panels will require building permits, which will be reviewed for compliance with <br /> pertinent Uniform Building Code requirements. <br /> San Joaquin County SA-96-70/Roberge <br /> Community Development Page 5 <br />
