DRAFT MINUTES 1. DEVELOPMENT TITLE TEXT AMENDMENT APPLICATION NO. TA-96-5 OF SAN JOAQUIN COUNTY for an Ordinance amending Title 9 of the Ordinance Code of the County of San Joaquin, concerning Parking in Residential Zones, Group Care - Farm Related Uses in Residential Zones, Equipment Sales and Repair - Farm Machinery Sales Locational Criteria, Allowable Square Footage for Second Unit Dwellings, Time Limit for Renewing Second Unit Dwelling Permit, Tentative Map Time Extensions for the Time Period a Lawsuit was Pending, and Time Limit for Renewing Mobile Home Permit. The project is applicable Countywide. Kerry Sullivan, Senior Planner, introduced the staff report into the record. She noted that Section 2 , Group Care - Farm Related Uses in Residential Zones, is not applicable to this Text Amendment and is to be deleted. Commissioner Demichelis said that many people disregard the County' s renewal notices for mobile homes and second unit dwellings. He asked if there is a better way to get their attention. Commissioner Morri suggested that the words "Renewal Notice" be put on the envelope in order to highlight the contents. Chet Davisson, Director, said that would be done. PUBLIC HEARING OPENED: No one was present to speak on this item. PUBLIC HEARING CLOSED: MOTION: Moved, seconded (Morri/Carter) , and passed by a unanimous roll call vote (6-0; Zunino, absent) to: 1. Approve the Negative Declaration; and 2 . Forward Development Title Text Amendment Application No. TA- 96-5 to the Board of Supervisors with a recommendation for approval based on the ability to make the required "Basis for Development Title Text Amendment" contained in the staff report. In addition, Section 2 (Group Care - Farm Related Uses in Residential Zones) is to be deleted from the Text Amendment.
