Mr. George's application was not in <br /> compliance with the Development Title provisions for Agricultural Excavation Permits. However, staff took <br /> the position that if Mr. George's project would stabilize the riverbank along his orchard and prevent <br /> erosion and future losses of orchard land from flooding that it would meet the spirit of the ordinance. <br /> Since the time Mr. George filed the application, we have had numerous meetings and requests for <br /> information to support the project. The chronology is as follows: <br /> 7-28-95 Full application submitted. <br /> 8-2-95 Project deemed complete for processing. <br /> 8-9-95 Tom Gau, Tom Walker, Kerry Sullivan and Chandler Martin met to discuss application and <br /> determine course of action. Project will be divided into two projects and Chandler will <br /> assemble technical advisory committee. <br /> 8-23-95 Letter to Dewey George. Noted that the first step in CEOA review is to prepare an Initial <br /> Study. Noted that the Initial Study cannot be prepared until several issues are resolved. <br /> This followed a phone call of 8-18-95 from Chandler Martin to Dewey George. <br /> 3-24-95 DC memo states that Initial Study cannot be prepared until issues are resolved. The <br /> Community Development Department cannot support the project as submitted. <br /> 8-30-95 DC meeting. The applicant did not attend. <br /> 9-5-95 Meeting at project site with Dewey George, Mr. George's grading contractor, a neighbor, <br /> Dave Swarbrick, Dewey George's engineer and Dave Swarbrick's wife. <br /> 9-12-95 Tom Gau met with Dewey George. <br />
