GP-96-1 AND <br /> ZONE RECLASSIFICATION NO. ZR-96-1 OF OLDCASTLE PRECAST, INC. <br /> (FOURTH SUPERVISORIAL DISTRICT) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors: <br /> 1. Approve the Negative Declaration; <br /> 2. Adopt a motion of intent to approve General Plan Map Amendment No. GP-96-1 based <br /> on the "Basis for General Plan Map Amendment" (Attachment A); and <br /> 3. Adopt a motion of intent to approve Zone Reclassification No. ZR-96-1 based on the <br /> "Bases for Zone Reclassification" (Attachment B). <br /> REASON FOR RECOMMENDATION: <br /> This project is a General Plan Map Amendment from I/L(Limited Industrial) to I/G (General Industrial) and <br /> a Zone Reclassification from I-L (Limited Industrial) to I-G (General Industrial) for a 27.9 acre site. The <br /> underlying project is a Site Approval Application (SA-96-17) for expansion of an existing pipe <br /> manufacturing facility by adding outdoor manufacturing of prestressed concrete piles. The project site <br /> is already fully developed with industrial uses and no expansion of the land area is proposed. This site <br /> is in the enterprize zone. <br /> This proposal is consistent with the General Plan's objectives and policies for General Industrial <br /> development. This site is served by public wells. However, this site is not currently served by public <br /> sewage disposal and storm drainage. However, those services are in close proximity to this site. As a <br /> part of the Site Approval review, it will be determined if it is appropriate to hook up or allow the facilities <br /> to continue with on site sewage disposal and storm drainage. <br /> A letter from an adjacent resident expressed concerns regarding noise. The Development Title includes <br /> performance standards and screening requirements which address noise generated by industrial uses. <br /> The noise issue will be addressed during review of the underlying project. <br /> The Planning Commission heard this matter at its regularly scheduled meeting of June 13, 1996. At the <br /> meeting, Cy Thomson spoke in favor of the project. No one spoke in opposition. After considering all <br /> written and oral testimony, the Commission voted 6-0 to make the above-listed recommendation. <br />
