Analysis <br /> Underlying Project <br /> The underlying project is a Site Approval application (SA-96-17)to expand an existing pipe manufacturing <br /> facility by adding outdoor manufacturing of prestressed concrete piles. The existing facilities cover the <br /> entire site. No expansion of the land area is required. Outdoor manufacturing is not permitted in the I-L <br /> zone. However, it may be permitted in the I-G zone with an approved Site Approval application. The nine- <br /> acre facility will manufacture prestressed concrete piles. Proposed buildings include an office, a lunch <br /> room, restrooms, storage silos, an equipment shed, and a tool storage shed. Other proposed items <br /> include a mixer and batch plant, a drive-over grizzly hopper, and prestress beds. Hours of operation are <br /> to be from 6:00 a-m. to 6:00 p.m. However, some deliveries will be made during the night. <br /> The remainder of the 27.9-acre site includes an existing pipe manufacturing facility, with all manufacturing <br /> contained indoors, and a tnicking facility. An expansion of the trucking facility (SA-96-20), which may be <br /> permitted in the I-L or the I-G zones, was recently approved by the Community Development Department. <br /> General Plan Policv <br /> This proposal is consistent with the General Pan's objectives and policies for General Industrial <br /> development. Specifically, the locational criteria for General Industrial differs from Limited Industrial in that <br /> General Industrial areas must be located in areas served by, or planned to be served by, full public <br /> services. This site is not currently served by public water, sewage disposal, and drainage. However, <br /> those services are in close proximity to this site. As a part of the Site Approval review, it will be <br /> determined if it is appropriate to hook up to public services or allow the facilities to continue with on-site <br /> services. <br /> Noise <br /> A letter from an adjacent resident (attached) expressed concerns regarding noise. Uses which may be <br /> permitted in the I-G zone have the potential for generating greater noise levels than uses permitted in the <br /> I-L zone. However, under either zone, noise levels are limited to the levels shown in Table 9-1025.9 of the <br /> Development Title (attached). Also, for projects abutting areas developed residentially, noise levels shall <br /> not exceed 65 dB Ldn at the property line. The Development Title also requires new industrial uses to <br /> be screened from existing and adjacent residential uses with a solid masonry wall six to seven feet in <br /> height. It is not expected that the underlying project will exceed County noise standards. Noise issues <br /> will be addressed during review of the Site Approval application. <br /> The primary noise generators at the site are trucks, forklifts, and the steel form vibrators located within <br /> existing buildings. Primary noise generators for the underlying outdoor manufacturing use will be trucks <br /> and forklifts. Hours of operation will be from 6:00 a.m. to 6:00 p.m. daily.
