San Joaquin 'Galley .� RECIEVED <br /> AIR POLLUTION CONTROL DISTRICT OCT - 3 2007 <br /> Community Development Dept. <br /> October 1, 2007 <br /> Mo Hatef <br /> San Joaquin County <br /> Community Development Department <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Project: PA-0700321 (SA) <br /> Subject: CEQA comments regarding a 2,500 square foot expansion for a mechanics <br /> shop, as well as the use of an already existing building for a highway <br /> construction business <br /> District Reference No: 200701371 <br /> Dear Ms. Hatef: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the project <br /> referenced above and offers the following comments: <br /> Findings of Significance <br /> This project would contribute to the overall decline in air quality due to construction <br /> activities in preparation of the site, and ongoing traffic and other operational emissions. <br /> Based on the information provided, the District expects that the project would not exceed <br /> the District's Thresholds of Significance for ozone precursors of 10 tons per year of <br /> reactive organic gases (ROG) and oxides of nitrogen (NOx). However, the increase in <br /> emissions from this project, and others like it, cumulatively reduce the air quality in the <br /> San Joaquin Valley. A concerted effort should be made to reduce project-related <br /> emissions as outlined below: <br /> Applicable District Rules <br /> Based on the information provided, the proposed project may be subject to the District <br /> rules identified below. These rules have been adopted by the District to reduce <br /> emissions throughout the San Joaquin Valley, and are required.
