Because the Rapid Wash facility provides
truck washing services for a variety of trucks and trailers, and because the waste generated has the
potential to adversely impact water quality, staff believe that the issuance of a Board adopted waiver is
not appropriate at this time. The Board has issued waste discharge requirements (WDRs) to similar
truck Nash operations.
A letter from the Board dated 24 December 1999 requested additional information on the wastewater
quality and quantity, hydraulic capacity of the stormwater pond, and information on groundwater quality.
The information requested is consistent with current plans and policies of the Board and is required
before staff can fully evaluate your site for the issuance of a waiver or WDRs. Based on telephone
conversations with staff on 8 March 2000, an amended list of additional questions is attached to this
letter.
The Board has received your letter dated 16 February 2000 requesting an eight week extension for
preparation of the information requested in the Board's 24 December 1999 letter; this extension is
approved. Once you have submitted the information requested in the attached request for additional
information, staff will evaluate and prepare the type of permit appropriate for your facility. Please note
that the Water Code allows up to 120 days for such preparation. If you have any questions about this
response,please telephone Tim O'Brien at (916) 255-3116.
JACK E.
