I also inspected the site on <br /> 2 December 1999. This letter provides information to Rapid Wash on anticipated provisions for the <br /> Waste Discharge Requirements (WDRs) and requests additional information necessary to complete the <br /> RWD. <br /> Because the area is not served by municipal water and all the nearby residents rely on groundwater as <br /> their domestic water source, the effluent limitations will be based on protecting all beneficial uses of <br /> groundwater. Those limitations might be relaxed to background concentrations if groundwater <br /> monitoring wells reveal that groundwater quality in the area has already been degraded. The following <br /> standard requirements will be included in WDRs for this truck wash facility. <br /> • Groundwater depth and quality will be monitored by groundwater monitoring wells installed near <br /> the pond. Rapid Wash will be responsible for installation of the wells; these wells must be <br /> installed and sampled before the RWD will be considered complete. <br /> • Monitoring water quality of the wastewater effluent, and wastewater in the stormwater pond, will <br /> be required on a monthly basis,while groundwater quality will be monitored on a quarterly basis. <br /> • Limits will be set for the quality of wastewater discharged, the quality of the wastewater stored in <br /> the stormwater pond, and impacts to groundwater quality. <br /> • Limits will be set on the application of wastewater to the landscaped areas. Typical limits include <br /> rate of application, control of mosquito breeding, infiltration complete within 48-hours, control of <br /> excess water, control of public contact with wastewater, and nutrient loading of the irrigation <br /> area. <br /> California Environmental Protection Agency <br /> co Recycled Paper <br />
