vCalifornia Regional Water Quality Control Board
Winston H.Hickox Central Valley Region y°
Gra Davis
Secretaryfor Steven T.Butler,Chair Governor
Environmental
Protection Sacramento Main Office
_ Internet Address: http://w .sw b.ca.gov/- gcb5
3443 Routier Road,Suite A,Sacramento,California 95927-3003
Phone(916)255-3000°FAX(916)255-3015
24 December 1999
Mr. Randy McNurlin
Rapid Wash
3550 South Highway 99
Stockton, CA 95215
REQUEST FOR ADDITIONAL INFORMATION FOR THE REPORT OF WASTE DISCHARGE,
RAPID WASH FACILITY, STOCKTON, SAN JOA QUIN COUNTY
I have reviewed your letters dated 26 October 1999 and the Report of Waste Discharge (RWD) dated 17
November 1999 regarding your truck washing facility in Stockton. I also inspected the site on
2 December 1999. This letter provides information to Rapid Wash on anticipated provisions for the
Waste Discharge Requirements (WDRs) and requests additional information necessary to complete the
RWD.
Because the area is not served by municipal water and all the nearby residents rely on groundwater as
their domestic water source, the effluent limitations will be based on protecting all beneficial uses of
groundwater. Those limitations might be relaxed to background concentrations if groundwater
monitoring wells reveal that groundwater quality in the area has already been degraded. The following
standard requirements will be included in WDRs for this truck wash facility.
• Groundwater depth and quality will be monitored by groundwater monitoring wells installed near
the pond. Rapid Wash will be responsible for installation of the wells; these wells must be
installed and sampled before the RWD will be considered complete.
• Monitoring water quality of the wastewater effluent, and wastewater in the stormwater pond, will
be required on a monthly basis, while groundwater quality will be monitored on a quarterly basis.
• Limits will be set for the quality of wastewater discharged, the quality of the wastewater stored in
the stormwater pond, and impacts to groundwater quality.
• Limits will be set on the application of wastewater to the landscaped areas. Typical limits include
rate of application, control of mosquito breeding, infiltration complete within 48-hours, control of
excess water, control of public contact with wastewater, and nutrient loading of the irrigation
area.
California Environmental Protection Agency
co Recycled Paper
