San Joaquin Valley
Air Pollution Control District qF,
Ap Fit,
U19iry R 2819 9
9
April 27, 1999
Kai Luoma
San Joaquin County
Community Development Department
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: SITE APPROVAL FOR AN ADDITION TO A STORAGE BUILDING AT
"ALL-CAL" EQUIPMENT SERVICES (SA-99-22)
Dear Mr. Luoma:
The San Joaquin Valley Air Pollution Control District (District), has reviewed the above
referenced project and offers the following comments:
Based on the information provided, it appears that this project will not have a significant
impact on the ambient air quality. Therefore, a negative declaration is appropriate from
an air quality perspective. However, the construction phase of this project can
generate emissions from the movement of soil, use of heavy equipment, bulk materials
handling, asphalt paving and other related activities. As a result, this project is subject
to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is
to reduce the amount of fine particulate matter (PM-10) entrained into the ambient air
from man-made sources. The attached Synopsis highlights many of the requirements
contained within Regulation VIII. The Synopsis is not meant to be all-inclusive, but it
can be a useful compliance aid in the field and office alike.
Thank you for the opportunity to comment. If you have any questions, please feel free
to contact me at (209) 557-6400.
Sincerely,
Lx
Tra Omer Bettencourt
Environmental Planner APCD REF tF 990202
Northern Region
Northern Region Oltice Central Region Ottice Southern Region Office
4250 Kiernan Avenue,Suite 130 1990 East Gettysburg Avenue 2700 M Street,Suite 275
•elodesto,CA 95356-9321 Fresno,CA 93726-0244 Bakersfield,CA 93301-2370
1209,557-6400•FAX(209)557-6475 (559)230-6000 6 FAX(559)230-6061 (661)326-6900 0 FAX(661)326-6985
