Chesley Dear Stephanie Stowers, <br /> EXECUTIVE DIRECTOR <br /> Member Agencies The San Joaquin Council of Governments (SJCOG), acting as the Airport Land Use Commission <br /> CITIES OF (ALUC) and Congestion Management Agency(CMA), has reviewed the site approval application <br /> ESCA LON, <br /> LATHROP, pre-application for a truck parking facility and a truck repair facility. An underlying project is a <br /> LODI, certificate of compliance and lot line adjustment to recognize 3 parcels from an existing 22.96- <br /> MANTECA, acre parcel. Proposed lot 1 will be vacant. Lot 2 includes construction of a 18,000 sq. ft. repair <br /> RIPON, <br /> STOCKTON, and office building for a truck and trailer repair facility and parking of a max of 36 trucks. Lot 3 <br /> TRACY, includes construction of a 9,000 sq.ft. office building for a truck parking facility for parking of a <br /> AND max of 40 trucks.This project is located at 4100 South SR-99 East Frontage Road,Stockton(APN: <br /> THE COUNTY OF <br /> SAN JOAQUIN 179-172-49)). <br /> CONGESTION MANAGEMENT AGENCY'S REVIEW <br /> SJCOG adopted the 2016 Update to the Regional Congestion Management Program (RCMP) <br /> (http://www.s'cog-rcmp.org/ literature 231152/2016 RCMP Update Adopted Report) on <br /> March 24, 2016). Chapter 6 of the RCMP describes the updated Land Use Analysis Program, <br /> including Tier 1 and Tier 2 review/analysis requirements, analysis methods, impact significance <br /> criteria, and mitigation. <br /> This project does not meet the Tier 2 threshold; thus, no additional environmental <br /> documentation is requested at this time. <br /> AIRPORT LAND USE COMMISION'S REVIEW <br /> This project is located within Stockton Metropolitan Airport's traffic pattern (7a) zone and is <br /> compatible with the 2016 Stockton Metropolitan Airport Land Use Compatibility Plan (ALUCP) <br /> (http://www.sicog.org/DocumentCenter/View/1318). <br /> Please reference SJCOG's 02/1/17 PA-1700006(SA, Pre-APP) response letter. <br /> Thank you again for the opportunity to comment.
