San Joaquin Valley <br /> AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING <br /> September 5, 2013 <br /> Megan Aguirre <br /> County of San Joaquin <br /> Community Development Department <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95202 <br /> Project: PA-1300117 (SA) <br /> District CEQA Reference No: 20130694 <br /> Dear Ms. Aguirre: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> project referenced above consisting of construction of a truck parking facility for a <br /> maximum of forty-six trucks, located at 4258 S. State Route 99 E. Frontage Road, in <br /> Stockton, CA. The District offers the following comments: <br /> 1. Based on information provided to the District, project specific emissions of criteria <br /> pollutants are not expected to exceed District significance thresholds of 10 tons/year <br /> NOX, 10 ton/year ROG, and 15 tons/year PM10. Therefore, the District concludes <br /> that project specific criteria pollutant emissions would have no significant adverse <br /> impact on air quality. <br /> 2. Based on information provided to the District, the proposed project would not equal <br /> or exceed 25,000 square feet of light industrial space. Therefore, the District <br /> concludes that the proposed project is not subject to District Rule 9510 (Indirect <br /> Source Review). <br /> 3. Toxic Air Contaminants (TACs) —are defined as air pollutants that which may cause <br /> or contribute to an increase in mortality or serious illness, or which may pose a <br /> hazard to human health. The most common source of TACs can be attributed to <br /> diesel exhaust fumes that are emitted from both stationary and mobile sources. The <br /> project has residential dwelling units within 350 feet south of the site, based on the <br /> number of trucks and distance from the facilities southern boundary to the nearest <br /> sensitive receptors it appears that the health risk may be significant. The District <br /> recommends that a Health Risk Assessment (HRA) be performed.
