Hazelton Ave. <br /> Stockton, CA 95205 <br /> Project: PA-1000135; Cheema Freightlines <br /> District CEQA Reference No: 20900490 <br /> Dear Mr. Swanson: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the <br /> Application Referral for the project referenced above consisting of a proposed truck and <br /> trailer parking and maintenance facility, located at 4274 S. State Route 99, in Stockton. <br /> The District offers the following comments: <br /> 1. Based on information provided, project specific emissions of criteria pollutants are <br /> not expected to exceed District significance thresholds of 10 tons per year NOx, 10 <br /> tons per year ROG, and 15 tons per year PM10. Therefore, the District concludes <br /> that project specific criteria pollutant emissions would have a less than significant <br /> adverse impact on air quality. <br /> 2. Diesel truck emissions are a source of toxic air contaminants (TACs) that are known <br /> to the State of California to have a potential health impact on sensitive receptors. As <br /> a Trustee Agency the District relies on information within the Lead Agency's <br /> environmental document to evaluate a project's potential impacts to health risk. The <br /> project referral does not include enough information for the District to make a <br /> determination on the project's potential impacts to the residents of the mobile home <br /> park located adjacent to the proposed project site, directly across from the proposed <br /> truck parking area. <br /> a. The District's truck emissions screening analysis indicates that the project may <br /> have a significant impact on residents located 600 feet or less from the proposed <br /> project site.
