Approve a Negative Declaration and instruct the Clerk to file a Notice of Determination; and 2 . Approve Use Permit Application No. UP-88-15 based on the fin- dings in the staff report and subject to the conditions of approval in the staff report . FINDINGS 1 . "The establishment , maintenance, and operation of the use does not conflict with the General Plan. " ° Staff can make this finding because the project is con- sistent with the General Plan Industrial policies . 2 . "Adequate utilities, access roads, sanitation, drainage, and other necessary facilities have been provided, and the pro- posed improvements are properly related to existing and pro- posed streets and highways . " ° Staff can make this finding because facilities are already in place, or their provision will be required as conditions of approval for this Use Permit . 3 . "The property involved is of adequate size and shape to accommodate the proposed use and all yards, building coverage , setbacks, parking areas, and other requirements of this Title. " Staff can make this finding because the use currently meets code requirements as demonstrated by the site plan sub- mitted with the Use Permit application. 4 . "Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be injurious to the property or improvements of adjacent properties . " ° Staff can make this finding because the truck terminal use already exists, and this expansion can be added without being detrimental to the area.
