Screening <br /> Development Title Section 9-1022.4(d) states that if a commercial project abuts a <br /> residential zone, an area shown on the General Plan for residential use, or an existing <br /> residential use, a solid masonry wall six (6) to seven (7) feet in height shall be erected <br /> along the abutting property line. The project site is surrounded by properties zoned AU- <br /> 20 (Agricultural-Urban Reserve-20 acre minimum) with a General Plan designation of <br /> RNL (Residential-Very Low Density). The Community Development Department has <br /> determined that a masonry wall will be required along property lines where new <br /> commercial activities are proposed. Specifically, the masonry wall will be required along <br /> the southern property line, commencing at the southwest corner and continuing east <br /> approximately 310 feet. The wall may end at the edge of the proposed parking lot. <br /> Landscaping <br /> Development Title Section 9-1020.7 states that all areas not used for buildings, parking, <br /> driveways, walkways, or other permanent facilities shall be landscaped. A minimum ten <br /> (10) foot wide planting strip shall be required along adjacent streets. The strip shall be <br /> continuous except where crossed by driveways and walkways. As a result, a minimum <br /> ten (10) foot wide landscaping strip will be required along State Route 99 Frontage Road <br /> and Hacienda Lane. <br /> Development Title Section 9-1020.5 states that parking areas with more than twenty (20) <br /> stalls shall provide a minimum of five percent (5%) of landscaping with in the perimeter <br /> of the parking area, not including landscaping along street frontage. Parking areas <br /> abutting a residential zone, an area shown on the General Plan for residential use, or an <br /> existing residential use, shall be screened with a solid masonry wall six (6) to seven (7) <br /> feet in height along the abutting property line, and a five (5) foot planting strip shall be <br /> installed adjacent to the wall and the parking area. These ordinance requirements will <br /> be included in the recommended conditions of approval. <br /> The Use Permit application has been tentatively scheduled for the Planning Commission <br /> hearing on December 18, 2003. The Community Development Department has <br /> reviewed the project and responses from other agencies and, provided all requested <br /> information is provided, will be recommending approval of the Use Permit subject to the <br /> following conditions of approval. <br /> Use Permit Application No. PA-02-364 was approved by the Planning Commission <br /> on . The effective date of approval is . This approval will expire on , which is 18 <br /> months from the effective date of approval, unless (1) all Conditions of Approval <br /> have been complied with, (2) all necessary building permits have been issued and <br /> remain in force, and (3) all necessary permits from other agencies have been issued <br /> and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements <br /> shall be fulfilled prior to the establishment of the use and the issuance of any <br /> building permits. Those Conditions followed by a Section Number have been <br /> identified as ordinance requirements pertinent to this application.
