Based on the information provided, it appears that this project <br /> will have a less-than-significant impact on the ambient air quality. However, facilities of <br /> this nature can generate emissions during the construction and operational phases of <br /> this project. Therefore, the applicant should be aware that this project is subject to <br /> District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII <br /> is to reduce the amount of fine particulate matter (PM-10) entrained into the ambient air <br /> from man-made sources. The attached Synopsis highlights many of the requirements <br /> contained within Regulation VIII. The Synopsis is not meant to be all-inclusive, but it <br /> can be a useful compliance aid in the field and office alike. <br /> In addition, given the Valley's nonattainment status for ozone, every effort should be <br /> made to reduce ozone precursor emissions (ROG, reactive organic gases, and NOx, <br /> oxides of nitrogen). Certain design features incorporated into this project would <br /> encourage the use of alternative modes of transportation to and from this site and <br /> thereby result in a reduction of ozone precursor emissions. If feasible, the District <br /> recommends that the following measures be incorporated into the project design: <br /> • Sidewalks and pedestrian walkways should be installed throughout as much of the <br /> project area as possible and should be connected to neighboring residential areas. <br /> • Design ingress and egress to allow for the most effective traffic flow to minimize <br /> vehicle idling. <br /> • Provide safe bike paths and secure bicycle parking to encourage nonmotorized <br /> forms of transportation to and from the facility. <br /> David L.
