Approve a one-year Time Extension for Use Permit No. PA-0300318 with the previously
approved Findings and Conditions of Approval contained in the staff report.
Previously Approved Findings
1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, any
applicable Master Plan, Specific Plan, and Special Purpose Plan, and any other applicable plan
adopted by the County.
• This finding can be made because the proposed use is consistent with the RIR (Rural
Residential) designation of the General Plan. Additionally, the Public Services — Essential
use type may be conditionally permitted in the R-R zone with an approved Use Permit
application. The proposed fire station presents no significant General Plan policy issues,
and there are no County Master, Specific,or Special Purpose Plans affecting the site.
2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary
facilities have been provided, and the proposed improvements are properly related to existing and
proposed roadways.
• This finding can be made because the site has public road frontage on a portion of the State
Route 99 East Frontage Road and a portion of Morada Lane. Despite the access controlled
area imposed by Caltrans on the State Route 99 Frontage Road, there is still enough area
that is unrestricted for driveway access. Morada Estates Municipal District 19 will provide
water and storm drainage. Sanitary sewer will be provided by a septic system that will be
installed under permit from the Environmental Health Department. Although there is a
conceptual interchange improvement design under consideration for the Morada Lane/State
Route 99 interchange that would result in the realignment of the roadways through the
property, the proposed location of the fire station will not be affected.
3. The site is physically suitable for the type of development and for the intensity of development.
• This finding can be made because the site is large enough at 3.12 acres to accommodate the
proposed use and can conform to all applicable Development Title regulations and
requirements. Even if the proposed conceptual realignment occurs, the remaining property
will still be large enough to accommodate the proposed use.
4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, or be
injurious to the property or improvements of adjacent properties.
• This finding can be made because the Initial Study prepared for the fire station found that
the project would not result in any significant, adverse environmental impacts.
San Joaquin County PA-0300318/Waterloo-Morada Rural Fire Dist.
Community Development Page 4
i
