San Joaquin Valley <br /> Unified Air Pollution Control District <br /> July 11 , 1996 <br /> Kerry Sullivan F <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SITE APPROVAL APPLICATION (SA-96-36) TO EXPAND A <br /> NONCONFORMING KENNEL -- JOHN & ANNE MARIE SILVERTON <br /> Dear Ms. Sullivan: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the <br /> proposed project and offers the following comments: <br /> Based on the information provided, a negative declaration is appropriate from an air <br /> quality perspective. <br /> However, projects of this type can generate emission from the movement of soil, use of <br /> construction equipment, bulk materials handling, asphalt paving and other related <br /> activities. <br /> This project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The <br /> purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM10) <br /> entrained into the ambient air from man-made sources. Specifically, the Rules within <br /> Regulation VIII that apply to this project are: Rule 8010 (Administrative Requirements), <br /> arid Ruie 8020 (Const 'uction, Demoiition, Excavation, and Extraction Activities i. <br /> Rule 8030 (Handling and Storage of Bulk Materials), Rule 8060 (Paved and Unpaved <br /> Roads), and Rule 8070 (Parking, Shipping, Receiving, Transfer, Fueling, and Service <br /> Areas) may apply to this project <br /> The attached Synopsis highlights many of the requirements contained within <br /> Regulation VIII. The Synopsis is not meant to be all inclusive. but it can be a useful <br /> compliance aid in the field and office alike. Please refer to Regulation VIII for specific <br /> requirements. <br /> David L.
