Analysis <br /> On January 20, 1W,the San Joaquin County Planning Commission approved the applicant's request for a <br /> Minor Subdivision to create a 10-acre homesite parcel and a 43.3-acre remainder parcel. The Minor <br /> Subdivision application was referred to the Planning Commission because the property owner had already <br /> created a 10-acre owner-operator homesite parcel and a 53.3-acre remainder(the subject parcel of the <br /> present application). Because the applicant had already created one 10-acre homesite at this bcation,the <br /> Community Development Department recommended that the Planning Commission deny MS-93.106. <br /> The Planning Commission determined that all of the required findings could be made in the affirmative and <br /> approved Minor Subdivision MS-93-106 with a 6-0 vote. <br /> On Manch 19, 1998,the Planning Commission approved a three-year Time Extension for the project due to <br /> the fact that one of the property owners,Armando Baldocchi,had been extremely ill and was unable to <br /> proceed with the completion of the project. Also,pursuant to State Assembly Bill No.AB 771,the project <br /> received an additional one-year Time Extension. <br /> During the last few years,the continued Illness of Mr.Baldocchi and certain financial considerations have <br /> prevented the property owners from completing the project. Therefore,they are requesting a two-year Time <br /> Extension to allow them enough time to proceed with the completion of the project <br /> The requested Time Extension does not alter any of the adopted Conditions of Approval,and approval of <br /> the Time Extension is consistent with the requirements of the Development Title.
