All improvements shall be in conformance with the current Improvement Standards and Specifications of <br /> the County of San Joaquin. All improvement plans and specifications shall include grading plan for each <br /> individual lot, if applicable. These improvement plans and specifications are subject to plan check, field <br /> inspection fees and must be approved by the County of San Joaquin Department of Public Works prior to <br /> recording the Parcel Map. <br /> (Development Title Section 9-240, Section 9-910,Section 9-1100 and R-92-814) <br /> 5. Navarro Court shall be dedicated on the Parcel Map and improved to County Standards for a 50-foot <br /> right-of-way rural residential street. Improvements shall be completed prior to issuance of any building <br /> permits. (Development Title Sections 9-857.4, 9-1150.2[d][3] and 9-1150.5[b]) <br /> 6. A Preliminary Soils Report is required in accordance with the County Standards for the purpose of <br /> determining the R-Value for the design of the roads. (Development Title Section 9-910.2) <br /> 7. A grading plan shall be submitted as a part of the improvement plans and approved prior to recording the <br /> Parcel Map. The grading plan shall contain the information listed in the U.B.C., Appendix,Chapter 33, <br /> Section 3309, complete drainage details and elevations of adjacent parcels. Retaining wall details shall <br /> be submitted where applicable. Grading in excess of 5,000 cubic yards shall comply with Sections <br /> 3309.3 and 3309.4 for'Engineered Grading Requirements." (Grading that disturbs more than five acres <br /> will require a National Pollutant Discharge Elimination System permit.) <br /> 8. Drainage from each parcel and half of Navarro Court fronting it shall be retained on-site or a San Joaquin <br /> County maintained retention basin shall be provided. Drainage for each parcel shall be calculated by a <br /> registered civil engineer or an architect prior to release of Building Permit and shall be noticed by a <br /> statement on the Parcel Map. (Development Title Section 9-1135.9) <br /> 9. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control Devices, <br /> CalTrans Traffic Manual and/or San Joaquin County Standards and shall be shown on the improvement <br /> plans. (Development Title Section 9-1150.2) <br /> 10. All utilities shall be underground except power transmission facilities of a 35 KV or greater. Public <br /> utility easements shall be provided along the road frontage of the subdivision and as required by the <br /> public utility companies. (Development Title Section 9-1155.2) <br /> 11. If improvements referred to herein are not completed prior to recording the Parcel Map,the subdivider <br /> shall execute an agreement with the County of San Joaquin ensuring the completion of improvements <br /> within one(1)year after recording the Parcel Map. (Development Title Section 9-1100.30]) <br /> 12. This subdivision is approved for recording as a single unit;phasing is not approved. <br /> (Development Title Section 9-1100.3) <br /> 13. Street lighting shall be provided for the subdivision and the cul-de-sac and at the intersection of Hewitt <br /> Road and Navarro Court. (Development Title Section 9-1150.11) <br /> 14. The subdivider shall agree to and shall pay user fees for the utility services from the time improvements <br /> are accepted by the County until the lots are placed on the County tax rolls,or up to an eighteen-month <br /> period, as the case may be. (Subdivision Map Act Section 66493) <br /> 15. For future development of"Designated Remainder", services shall be provided in accordance with the <br /> adopted County Development policies for"Division 11: Infrastructure Standards and Requirements" of <br /> the San Joaquin County Development Title,and shall be noticed by a statement on the Parcel Map. <br /> (Development Title Section 9-1135.11[b]) <br />
