Newton Road, Stockton, CA 9520 <br /> Site Approval Application No. PA-0700438 <br /> Sir, <br /> We are in the process of developing a state-of-the-art precast concrete casting facility at the above <br /> subject location. This facility is being constructed to supply specialty precast concrete tunnel <br /> segments for an important public works project,the Upper Northwest Interceptor, Sections I and 2. <br /> The Owner for this project is the Sacramento Regional County Sanitation District. <br /> The submitted Soil Suitability/Nitrate Loading Study from Neil O. Anderson and Associated <br /> recommends the installation of a standard septic system. We understand that based on our operations <br /> that you would like additional information about our operations and concrete process to support this <br /> recommendation. We are happy to provide any and all information necessary, and we appreciate <br /> your assistance in working with us to a positive solution. <br /> The first item to clarify is the restroom facilities. The only restrooms and hand washing facilities are <br /> in the designated restroom trailer and office trailer. There is no connection between the casting <br /> building and the septic system. Further, our personnel do not directly handle or touch any chemicals, <br /> so hand washing will not introduce any process chemicals into the septic system. <br /> For equipment maintenance we utilize third-party service companies. This reduces the need to store <br /> maintenance fluids, and all removed fluids and parts are immediately removed from the site by the <br /> servicing companies. <br /> For the concrete itself we only use a single chemical additive when mixing the concrete. This <br /> chemical is stored in a plastic tank, and is pumped directly into the concrete mixer with each batch. <br /> There is no human handling of the chemical, and no cleanup required. This chemical, called a high <br /> range water reducer, is non-toxic, and becomes part of the concrete as soon as it is mixed. There are <br /> no other chemicals added to the concrete mix. <br /> Our concrete batch plant produces concrete in small batches, which are carried into the casting <br />
