LAND USE CONSISTENCY REVIEW This project includes a Dwelling Cluster application for 4 homes to be built in 2 phases over 5 years. Phase 1 is to permit 3 homes. Phase 2 is to permit 1 additional home. The project is located on the northeast corner of E. Ralph Avenue and South B Street, in Stockton. APN 177-230-12 1 The residential land uses proposed are compatible with the 2009 ALUCP Safety Zones for Stockton Metro Airport. The following are standards and project design conditions specific to compliance with the ALUCP and should be carried through as conditions of approval: This is not a mitigation request. These are project design conditions that are required as part of compliance with the 2009 ALUCP: 1. New land uses that may cause visual, electronic, or increased bird strike hazards to aircraft in flight shall not be permitted within any airport's influence area. Specific characteristics to be avoided include: o Glare or distracting lights which could be mistaken for airport lights. Reflective materials are not permitted to be used in structures or signs (excluding traffic directing signs); o Sources of dust, steam, or smoke which may impair pilot visibility; o Sources of electrical interference with aircraft communications or navigation. No transmissions which would interfere with aircraft radio communications or navigational signals are permitted. o Any proposed use, especially landfills and certain agricultural uses, that creates an increased attraction for large flocks of birds. 2. Occupied structures must be soundproofed to reduce interior noise to 45dB according to State Guidelines.
