John L. Funderburg 2 <br /> Community Development Departnicut <br /> PA-1500271 (MS) <br /> RECOMMENDATIONS: <br /> 1. A Parcel Map is required. (Development Title Section 9-915.2) <br /> 2. The remainder parcel shall be designated and labeled as 'Designated Remainder"on the Parcel Map. <br /> (Subdivision Map Act Section 66445) <br /> 3. For future development of"Designated Remainder" improvements[including but not limited to: roadway <br /> widening,shoulder,curb gutter and sidewalk,water/storm drainage/sewer facilities] shall be provided in <br /> accordance with the County development requirements for'Division 11: Infrastructure Standards and <br /> Requirements" of the San Joaquin County Development Title, and shall be noticed by a statement on the <br /> Parcel Map and by a recorded Notice of Minor Subdivision Restriction. (Subdivision Map Act Section <br /> 66424.6) <br /> 4. All easements of record shall be shown on the Parcel Map. (Development Title Section 9-910.20) <br /> 5. Proposed private access and utility easements across the Designated Remainder, including turnaround <br /> accommodations at their terminations and corner cutoffs at intersecting roads,shall be provided for the <br /> benefit of Parcel 2.The required easements shall be shown on the Parcel Map and shall be noticed on a <br /> recorded Notice of Minor Subdivision Restriction. The Notice shall read as follows: <br /> We also hereby make an irrevocable offer to provide private access and utility easements across the <br /> Designated Remainder, including turnaround accommodations at their terminations and comer cut-offs <br /> at intersecting roads,for the benefit of Parcel 2 upon conveyance of any of the parcels to another party. <br /> 6. Prior to the issuance of a non-agricultural building permit on Parcels 2 or'3, a private access roadway and <br /> turnarounds from E.River Road shall be constructed in conformance with fire toad standards ."The required <br /> improvements shall be noticed on a Declaration of Minor Subdivision Restriction—Non Rescindable and <br /> recorded concurrently with the Parcel Map(contact Department of Public Works,Development Services <br /> Division for processing)(Development Title 9-1150.15[c][d])(A fee for processing the Declaration will be <br /> required.) <br /> 7. The limits of the Stanislaus River and the Federal Flood Insurance Administration Designated Flood Hazard <br /> Area shall be referenced on the Parcel Map in accordance with Section 66434.2 of the Subdivision Map Act. <br /> Informational Notes: <br /> (i.) Any construction activity that results in the disturbance of at least one(1) acre of soil shall require a State <br /> NPDES construction permit. Dischargers whose projects disturb 1 or more acres of soil or whose projects <br /> disturb less than 1 acre of soil and is not part of a larger common plan of development,are required to <br /> obtain coverage under the current General Permit for Discharges of Storm Water Associated with <br /> Construction Activity. <br /> (ii.) This property is subject to the requirements of San Joaquin County Mosquito&Vector Control District <br /> (209-982-4675) and the California Health and Safety Code for the prevention of mosquitoes.Best <br /> Management Practices(BMP)guidelines for stonnwater devices,ponds and wetlands are available. <br /> (iii.) All new construction and the substantial improvement of any structure in the area of special flood hazard <br /> shall be elevated or flood proofed in accordance to San Joaquin County Ordinance Code Section 9- <br />
