..i <br /> 0 Underground Asphalt Oil Storage Tanks: <br /> There are two underground asphalt oil storage tanks. The tanks are steel in composition and were <br /> formerly rail transport tanks. The tanks are located in the southern section of Area "B", approximately <br /> 40 feet southwest of the Hot Plant. The "east tank" has a maximum capacity of approximately 20,000 <br /> gallons, and the "west tank" has an approximate capacity of 10,000 gallons. <br /> 0 Facility Reclamation Plan: <br /> The reclamation plan for the facility site calls for eventual reclamation of the entire area to orchards. <br /> The Reclamation Plan was first presented as a "Rehabilitation Plan" when the site was originally <br /> permitted with San Joaquin County in 1957. In 1989, the Conditional Use Permit was modified to <br /> extend the life of the permit for 20 years to allow for continuous rehabilitation of the plant facility area <br /> after excavation ceases (CUP # QX-89-2). In 1999, a "Revisions to Approved Actions" was approved <br /> with the San Joaquin County Planning Commission to allow for continued use of the processing facility <br /> for thirty (30) years from the date of approval, along with ongoing rehabilitation of the site. <br /> The site has an approved reclamation plan on record with the State Mining and Geology Board. The <br /> California SMARA (Surface Mining and Reclamation Act) Mine Identification Number for this site is 91- <br /> 39-0019. <br /> 0 Clarification of Water Balance Items: <br /> Enclosed please find a revised water balance which replaces "Exhibit F" originally submitted in the 10 <br /> February 2006 Report of Waste Discharge. [See "Attachment B"]. Assumptions and data references <br /> used in the preparation of the water balance are given on the revised exhibit. Primary resources of <br /> information for the development of the balance include: <br /> California Department of Water Resources— Precipitation and evaporation data <br /> • 12/28/05 Kleinfelder Geotechnical Report—Site percolation rates <br /> George Reed, Inc.— Project wastewater generation <br /> NorthStar Engineering—Topographic survey of site elevations, pond geometries, and drainage <br /> courses <br /> It should be noted that the total pond volume shown on the water balance includes two feet of freeboard <br /> in all three ponds at the Munn & Perkins site. Furthermore, while the topographic survey conducted by <br /> NorthStar included the existing ponds'side slopes and bottoms, the total volume calculation for the <br /> ponds assumes constant side slopes and bottom elevations that are based on the field data obtained <br /> by the survey. <br /> Finally, site runoff entering the ponds was calculated using the rational method. An average runoff <br /> coefficient of C= 0.45 was used for each runoff area of the site with the exception of the ponds where a <br /> runoff coefficient of C= 1.0 was used. The location and size of each runoff area is shown on "Exhibit <br /> H" of the originally submitted Report of Waste Discharge. <br /> 0 Wastewater Quality Data- <br /> Additional data will be presented in a subsequent report once further clarification has been received per <br /> our request dated 12 February 2007. <br />
