22587 Burwood Lane
Escalon, CA 95320
August 15, 2008
San Joaquin County Community Development Department
Community Services Division RECEIVED
1810 East Hazelton Avenue
Stockton, CA 95205 AUG 1 8 2008
Attn. Kevin Swanson
Community Deve"nt Dept.
Re. Application No. QX-89-0002 (Extended Hours of Operation)
The corporate citizenry of Modesto's George Reed Inc. appears somewhat less than
admirable, with their Munn& Perkins operation on River Road engaging in
j • Operation during restricted time periods without permission
• Installation of new equipment without permits
• Mining adjacent property without approval
• Creating dust pollution on a daily basis (example photos enclosed)—and blaming
local farmers
• Claiming grandfather exemptions for new facilities
• Routinely exceeding county noise standards
It's unfortunate enough that the agriculturally-zoned community be subjected to this
offensive industrial operation during normal operating hours, as well as the dangerous
and noisy truck traffic on 2-lane River Road, without being subjected to the same noxious
issues during the night and early morning.
Since the majority of Munn & Perkins' products are utilized in Modesto, Salida,
Riverbank and Stanislaus County(often for George Reed's construction division—see
attached), this operation is doubly onerous for the nearby residents of San Joaquin
County. Hopefully, extended hours of operation for out-of-county projects are off limits
under any circumstances—such as the upcoming Pelandale Avenue widening project or
the North(Stanislaus) County Corridor.
Sincerely,
Ralph C. Dorward, PE
c.c. (w/o attach)
Kerry Sullivan, Director, Community Development Department
Ken Vogel, Supervisor, San Joaquin County
