1.5.2 Scope of the EIR <br /> Per Public Resources Code Section 21002.1,to provide more meaningful public disclosure,reduce the time and <br /> cost required to prepare an environmental impact report, and focus on potentially significant effects on the <br /> environment of a proposed project, lead agencies shall,in accordance with Section 21100, focus the discussion <br /> in the environmental impact report on those potential effects on the environment of a proposed project which <br /> the lead agency has determined are or may be significant. <br /> Based on early consultation,the initial study first prepared for the project,the NOP,and comments received on <br /> both the NOP and the proposed IS/MND,the lead agency has determined that the FIR will focus on the <br /> following environmental effects: <br /> • Lighting(Section 3.1,Visual and Lighting) <br /> • Traffic (Section 3.2,Transportation and Traffic) <br /> • Odor(Section 3.3,Air Quality,Climate Change and Odor) <br /> • Truck Noise (Section 3.4, Noise) <br /> The following issues were determined to have a less than significant impact and will not be the subject of <br /> further analysis.The rationale for limiting the analysis of these issues is discussed in Chapter 5,Other CEQA <br /> Considerations. <br /> • Agriculture and Forestry <br /> • Biological Resources <br /> • Cultural Resources <br /> • Geology and Soils <br /> • Hazards and Hazardous Materials <br /> • Hydrology and Water Quality <br /> • Land Use Planning <br /> • Mineral Resources <br /> • Population and Housing <br /> • Public Services <br /> • Recreation <br /> • Utilities and Public Facilities <br /> 1.5.3 Draft Environmental Impact Report <br /> This document constitutes the DEIR.
